Sometime in July I plan on spending a week or so there. Does anyone know any cheap accommodations (hotels and otherwise)?

Right in Cebu city or do you want something on the beach?
There are lots of places in the city that are very affordable.
There is NOTHING on the beach that is close to the city (or airport) that is reasonable or gives good value for your money. (Most places with beachfront charge about US$80-100 per night and are over on Mactan - by the airport).
If you are landing in Cebu on a late night flight, then ACE Penzionne is a reasonable place to spend your 1st night. Catch a boat over to Bohol the next morning and head for Alona beach (there are others if you want something more isolated or quiet; like Anda). Ace also has free airport pickup. Rooms are about p1300. Get something on the front street side of the hotel. The waterfront side rooms are crap.
Rates ON the beach are not cheap (about p2000-3000 per night).
Off the beach they drop to p1200-2000 per night.
If you want a resort with nice pools, great dive shop and 5 minutes into the city then places alike Bohol Tropical (in Tagbilaran) are nice too.

I just returned from 2 weeks in Cebu last week.
If you're looking for something cheap in the city, I suggest Cebu Guesthouse. Their rates range from 325 pesos (shared dormitory) to 995 (private room with double bed/aircon/bathroom). There are cheaper places downtown, but you really want to avoid staying in that area. http://www.cebuguesthouse.com/
If you want the beach, I suggest taking the bus+ferry (250pesos) to Bantayan Island, just off Cebu's north coast. There's a lot of cheap beach bungalows (770 pesos and up), and some of the best beaches I've seen anywhere in the world (but NOT a place for diving/snorkeling).

it was cheap (698 pesos) with a/c, cable, hot water, and right in the center of the "uptown" area, right by Mango Square and all the bars there. take a taxi to Robinson's from the airport, and you're right there.
nothing to do in Cebu City, really. i hit basically every tourist attraction in 1 day, including Tops lookout and still had hours to kill in the mall. Cebu has a pretty good nightlife, but that's it. best thing in Cebu is the port or the bus station to get out of town and head somewhere more interesting. |

I stayed at Kiwi Lodge, which is near SM Mall and other attractions. I got the best room for a little more than 1,700 pesos a night. I'd definitely stay there again.

Lonely Planet Philippines selects Fuente Pension House as the best cheap accommodation in Cebu. I've stayed there and have no complaints other than no view from the window and a rather small room.

Economy rooms at 800 piso a night. Hotel even has a decent size swimming pool. Beds are really decent with nice comforters. Plenty of water pressure with hot water. |

Au contraire. I personally find Cebu my favorite city in the Phils (it sure beats the heck out of Manila, but I digress). The people are warm and friendly and the pollution, crowds and crime are not so in your face.
I guess the most important thing is friends or knowing people. I know a few people in Cebu though I also know a few in Manila, too. |

I was actually looking for something similar. I'll only have four days in the Philippines--flying into Cebu. I'd like to get out of Cebu, but take a short ride away (with such a short vacation, time is a premium--so no long rides) to a quieter place with a nice beach, good hotel, a few things to do, and just relax. Bohol sounds great. How long does it take to get there, and what are some things I should check out? |

It is 2 hours on a boat and 1/2 hour by taxi to the beach. If you go there with such limited time, just take a 1 day local island tour and spend the rest of the time on the beach.

I usually stay at La Florentina Pensionne which is within walking distance of the Ayala Mall.
If you are looking for places to go, Badgers is an interesting expat-owned bar with pool tables and such. There is also a popular disco called SunFlower, if I remember right. Filipino Casino is also near there, and it's all in a part of the town called LUHAG which is more upscale than the rest of the city. You'll have a better impression of Cebu if you stay there than if you hangout at Mactan or downtown Cebu. Better quality of people, etc.
Tops is a popular place that overlooks the city as well, in Luhag. There are also some Taoist temples in Cebu that are pretty cool to visit.

If you want, you can check agoda.com and find a few hotels near the beach or have their own gardens. The prices are reasonable and the ratings are high. |

A hidden gem (and where I'm staying next week) is the Gran Tierra Suites, near Fuente Osmena Circle and Mango Square. They don't show up on any booking sites because you can't book online. The rooms are very nice/modern, and only cost 789 pesos/night ($18 ) for a room with double bed. You can contact them through their site and reserve a room.

The highlight of my trip was definitely the island hopping tour for the day.
I would consider it a MUST in Cebu |

I walked around the entirety of Cebu and I would beg to differ. The canals alone....the smell....
