For the first time, the Pentagon has decided that cyber attacks constitute an act of war

While some say the policy is in keeping with the times, others worry that it could lead the country into war more easily.
One idea gaining momentum at the Pentagon is the notion of 'equivalence,' reports the Journal. "If a cyber attack produces the death, damage, destruction or high-level disruption that a traditional military attack would cause, then it would be a candidate for a 'use of force' consideration, which could merit retaliation. |

It's undoubtedly an act of war, in my opinion, but calculating the appropriate response is the tricky part. Just a few weeks ago NK attacked Nong Hyup Bank (the farmers bank) with a branch in every dong in the country and denied all account holders access to their accounts. Some people were severely inconvenienced. The trouble with a response was NK only has a few hundred thousand computers, so you can't counter-attack their banks, or whatever. Do you escalate to a military response?
This is one of those new threats that governments face and no one so far has figured out a counter-measure. Do you need a declaration of war in order to tamper with Iran's nuclear program? This is new territory. |
