Frankly, I'd love to get my hands on one if they are, but can recall if
buying/selling them is ok or not.

Dude. I would go nuts with one of them if I'd had one when I was in Seoul. So much fun to get back at some of the jerks on the trains...hehehe

Stun Guns, Pepper spray, etc. are illegal in Korea. Your best defense is to not get yourself into a situation where you are going to need to defend yourself. Korea's very densly populated, and given the drinking culture you'd be hard pressed to find a time or a place where you are going to be alone.

Someone gave you wrong information. Pepper spray is not illegal here. What makes it illegal is if the device delivering it is an aerosol or not. If it's a pump spray system (obviously less effective), then it's fine.
