If you're talking about fingerprinting in the state of California, I absolutely could not figure this out. The guy at the police office was rude, hostile, and absolutely no help. There's all kinds of numbers that you need to know, and even when I found them from the FBI forms, they weren't the right numbers. I think you have to route the digital data through the DoS because the FBI doesn't accept electronic records, but even when I called the FBI they couldn't explain to me how to do this and told me to just get ink prints done somewhere.
I eventually got it done at a postal service store. If you call the local police office and ask them for traditional ink fingerprinting, they'll tell you that they don't offer it, and if you're lucky, they'll tell you where you can get it done. If not, try calling local postal service shops, if you know of any.
