Off on vacation to Thailand.
Taking 700,000won.
Should I,
Change it to US Dollar in Korea?
or
Change it to Thai Baht in Korea?

Depends on how much convenience you want.
20 - 1000THB notes (best to get some smaller notes as well if you can) or deal with having to find a money changer later.
On 700k won the difference is about the price of a beer on the beach vs the convenience of not having to fuss over it.
