Can I get a C4 in Korea? Do I have to make a visa run?

Depends on what you are changing your status FROM.

If you are changing from a B1/B2 (visa waiver entry stamp) then you need a visa run.

If you hold an E2 and the 2 jobs are concurrent (or within 30 days of each other) AND you can complete the transfer before your ARC expires AND the allowed period does not exceed the 90 days allowed on a C4 (from transfer to job finish) then you may be able to change your status in Korea without the visa run.
