Unless she is already outside of the Philippines the chances that she is held back and NOT allowed to board her flight to Jeju (by Philippine immigration, the CFO or POEA) are close to 100% (even if the airline gives her a boarding pass).

Go to the RP to see her. It is a lot cheaper and far less hassle.

Why would they stop her going somewhere that a visa is not required for when she has a return ticket?

Would the same apply to HK given that it also does not need a visa?

Yes. They deplane a large number of single girls who attempt travel without a visa, even to places where a visa is not needed.

Because she wants to go meet a foreign B/F the CFO requires that she have attended their seminar (in regards to relationships with foreign men) and obtained a CFO sticker in her passport before Philippine immigration will allow her to leave.

The other main agency preventing Filipinas from leaving is the POEA and they are preventing what they see as attempted migration of young girls to illegal work (leave as a tourist and go to work as a bar girl in Korea or a "nanny" in HK).

A single girl with no personal assets and minimal resources of her own will NOT be allowed to exit the country.

Even if you marry her she will still have to deal with the CFO.
Best bet, go visit her in the RP. Take her somewhere she is NOT from (there is a lot of difference going from Luzon to the Visayas or Mindanao). It is the same as changing countries.

Thanks for the advice. I am reading about the system now. very tricky.

I have a bunch of Filipina coworkers here in Korea so maybe I could get one of them to request the letter of invitation from the Philippines embassy in Seoul. Then, as she is officially visiting a fellow Filipina, she would be less likely to be stopped at the airport.

Opinions?
