The train to Boryeong that I'd like to take this weekend is sold out on the Korail website. I can't figure out how to buy a Standing Only ticket; is that something I can only do at a train station? Are Standing Only tickets always available, or do they sell out at times like this too?

I think you can only purchase standing room at the station. You need to wait in line and talk to someone and ask for standing. If they tell you it's sold out, just stand there all confused and they will probably sell you one.
