I realize this may have been covered before but my cursory search didn't answer my question. Can my brother get my diploma and CBC apostilled for me and if so, are there any steps that need to be taken to accomplish this? Also, does anyone know if Connecticut will apostille federal documents?

Can your brother do it = yes.
A simple letter of authorization is adequate.
I can't answer about "if Connecticut will apostille federal documents?"

apostille "pros" and other hatchback driving clown services charge over $150 for their services. i got my apostille at the state level at a fraction of the cost with ZERO problems.
just because YOU had a bad experience doesn't mean EVERYONE has.
my home state, ca, has apostilled two fbi CBC's and a 3rd one is on the way. costs 21 dollars and 62 cents. took a week and a half for california to do it via mail, me and plenty others have verified it gets accepted by korean immigration
check with YOUR state to see if they will apostille your federal cbc and save PRECIOUS time.
