I deleted personal name/school name from this, and I can understand about 80% of it, but I can't make out the parts I've bolded. Most of it is jibberish I transliterated and can't read the handwriting.

I get the gist of the letter, but I'm not sure what exactly the 3rd point says.

Lastly, is it possible that this will qualify as a release letter (since that's clearly what it states in the first sentence) for to transfer the E-2 visa to another academy?

Please advise.
