I moved house 3 weeks ago and forgot that I need to register this. Should I do it with immigration or the Gu office and what are the time limits for not getting a fine?
I went to the Dong office last week to register with my new wife but they said I could not register with them as I am a "foreigner"... |
A material change in your circumstances (like this) is required to be registered at the immigration office within 14 days of the occurrence.
This is done at the immigration office, is free of charge and if you are a bit late I wouldn't worry. I have never heard of anyone being fine for a late report of change in address or change of passport as long as it was done voluntarily (not picked up by k-immi first).

Could give you a black mark with immi in terms of progressing towards F5... |

Doubtful. A bit late is a very minor transgression that wouldnt enter into immi's core files on a person. The whole address registry thing is primarily about trying to keep Koreans honest in their real estate dealings as well as where they send their kids to school.
Nevertheless, it needs to be dealt with. Your gu-office should also have a desk for this if thats more convenient for you. I've done it at the city hall in my town several times. I was late doing so one time & they pointed it out but in good cheer & nothing came of it. |

Koreans I speak with are somewhat shocked to learn that most modern countries dont require citizens to register their addresses.
Re: real estate. If Koreans lie about living in some disadvantaged neighborhood, they can earn govt favors in buying into new developments.
Re: schools. If they lie about living in posh neighborhoods, their kids can get into schools perceived to be more elite.
There are probably tax angles too.
The serious penalties come into play when ploys like these are discovered. |

Not so doubtful, my buddy who was working on his F5 got dinged for being a day late registering his address. |

In which case I stand corrected.
Word out to everyone: if you move, you're expected to report it to a govt office. |

It's pretty random. The best advice: "Don't give them an excuse" |

After my first year I was about 2 months late in changing my address. Went to immi and it was done in 2 minutes. No questions asked.
You should be fine |

I think everybody knows immigration can be a bit of a lottery. The point is you are supposed to notify them of any change of address and not doing so can give them grounds for hassling you about changes to your visa.
You need to spend 2 years as an F2 (spousal visa) before you can apply for F5 (permanent residency) and I have heard several stories of people who had accrued the majority of the time and had it reset to zero due to minor infringements such as not reporting a change of address. Was there more to their stories than they told me? Possibly. Was it a particular immigration officer being a jobsworth? Possibly. Just know that if you don't run the letter of the law, you're running the risk of causing yourself problems in the future. |

I went to my gu office to have it done. Just filled out a form, they wrote the address on the back of my ARC and was done. No questions about dates. |

thanks for the replies. went to immi today to apply for the F2 and notify them of the address. Nothing was said about the address, they just took the forms. What surprised me was that they also took my passport and current ARC and said they would keep it until the application was processed.
Is that standard procedure? |
