My contract says my school owes my my travel allowance but only mentions me not getting it if I get a new job with another public school. Im not signing with another public school, but with a Uni. Am I going to get my allowance still?

Yes.. THe only reason you wouldn't get it is if you resigned with the public school, because they give you a renewal bonus in leiu of an exit allowance. You either get one or the other. So if you are moving to a uni, you will get the 1,300,000 exit allowance.
