According to Seoul Metropolitan Election Commission, expatriates in Korea can vote in referenda or in regional elections, although not in a general or presidential election. The following categories of expatriates are eligible to vote:

-Foreigners holding an F-5 visa.

-Foreigners over the age of 18 whose spouses or parents have an F-5 visa and have lived in Korea for more than two years

-Foreigners over the age of 20 who have one of the following visas and have lived in Korea for more than five years: D-7, D-8, D-9, D-10, E-1, E-2, E-3, E-4, E-5 and E-7. (People holding E-6 visas are not allowed to vote.)

You can find a list of Korean visas here: http://www.dynamic-korea.com/consulate_service/visa.php. The requirements for each visa is also listed on this website.

D7 - Intracompany Transfers
D8 - Treaty Investors
D9 - Treaty Traders
D10 - not listed on website, but mentioned in article

E1 - Professors
E2 - Foreign Language Teachers
E3 - Research
E4 - Special Technology Instruction
E5 - Specialty Occupation
E7 - Particular Occupation

F5 - not listed on website, but mentioned in article

Maybe someone should ask what the D10 and F5 visas are for.
