The question is as simple as the subject line, but I'll had the short story which made me curious:
I have lived next door to the same cardboard collector for 3 years now. He was able to gather a quite huge amount of cardboard in between each time the truck came and picked it up. He did his business as normal for a year or so, but after a while he started to spray water on his huge pile of cardboard. My guess was that he was getting paid by the weight and wanted to increase his pay. He did this quite openly and his mountain of cardboard would be soaking wet even in the mid of the summer. After a few truck loads of wet cardboard he stopped dealing in cardboard completely. He didn't collect anything for 6 months or so. My guess was that they got mad at him for watering his cardboard. After 6 months he started up again and was only dealing in dry cardboard, except when it got wet by the rain. But now I've started to notice that after rainfall he will start watering his cardboard again, but he never does so on a dry day. I suspect he hasn't learned his lesson yet. Today was a very slight rainfall, not enough to make more than one layer of boards wet, but he is out with his garden hose and soaking all the new cardboard.
While I see that this is not really any of my business, and I might be reading too much into it, I literally walk by him at least 4 times a day, which makes me curious. What do you guys think? Am I imagining things or is this a serious cardboard where every cheap trick can be used? |

There are those who get paid to report illegal private English lessons that occur.
Perhaps payment ough to be made for those who report such unscrupulous and shaddy behavior of those who water their cardboard boxes.
Government officials and your local authorities ought to look into this at once. |

That's my theory, but I've never been in the cardboard collecting business, so I hoped someone with more expertise than me had another theory or could give some qualification. I should mention that I've never actually talked to the guy, so it's only based on pure observation.

I would of course never snitch on him. Even though we can't communicate directly, I still like him a lot. He always get up early in the morning and seems like he is friends with everyone in the neighborhood. It's actually a woman (who I assume is his wife) who is usually adding the water.

He's actually trying to harvest mildew, which is a far more lucrative trade.

The last thing on my mind is putting some harmless old fart out of a crappy job. It's like getting a kid at McDonald's fired because he skimped you three fries. |
