Long story short, I was on my bike (bicycle) last weekend in Seongnam when a bus honked aggressively at me, then, as it whizzed by me so close it almost hit me, sharply stopped at an angle to the sidewalk, blocking the side of the road where I was riding, cutting me off on the road so the driver could glare at me. It was quite scary, and even though I pounded on the door and yelled at him to open the door several times (I yelled this in Korean, so he definitely understood), he just drove off rather than let me on the bus so I could yell at him more.

Anyway, I got the licence plate number, bus number, and I know the time of day. Since I'm much better at communicating in Korean in person than by phone, I want to go to the police in person. But do I have to find a police station in Seongnam, or can I go to any station (I live in NW Seoul, so that'd be more convenient).

I'd call the tourism hotline: 1330. You can put in taxi driver complaints there, don't see why bus complaints wouldn't follow.

Local GU police station (not the local police box) where the occurrence happened, or contact the bus company.

The GU station in your home district MAY help you (but I doubt it).

Without corroboration it will never proceed beyond a complaint and never be prosecuted or probably never even be investigated (so the bus company would be the best bet - multiple complaints against one driver do add up).

please never go anywhere in south east asia.
