Has anyone had their degree photocopy notarized & apostilled in Texas? The following quote from the Texas Secretary of State website (particularly the final sentence) sounds like they might refuse to do it.

How do I obtain an apostille/certificate on my school transcript or diploma?
A school transcript or diploma may only be certified by the educational institution that issued the transcript or diploma. The certifying official for the institution must complete the certification before a Texas notary public. After obtaining the notarized certification, follow the instructions stated in the answer to Question #19 below. Please note that notaries cannot make certified copies of school transcripts or diplomas.

I ask because I'm visiting California now and am wondering if maybe I should get it done here instead of waiting until I get back home... Do you have to be a resident of the state in order to get documents apostilled there?

Oh yeah, also, I like how the school official must complete the certification "before a Texas notary". So I'm supposed to get someone to fly down from my college, which is in New York, to get the degree certified?
Either I'm completely misinterpreting "certified copy" or Texas doesn't expect anyone to actually leave the state to get a decent education.  |

Okay. Got it done. I'll update this post in case someone sees it on a future search.
Texas will not notarize photocopies of out-of-state diplomas. (This makes no sense because the notary just validates that you are the one who signed a statement saying your photocopy is a duplicate of the original. It has nothing to do with the validity of the original degree itself. The notary isn't even verifying that the copy is correct. Just that you signed it.)
California will notarize and apostille just about anything for anyone. I had a photocopy of my NY degree notarized and apostilled in California. They didn't care that I'm currently a resident of Texas and am just passing through.

I know this is a bit late, but maybe others are reading this. I am a Texas resident and sent my degree to get apostilled in New Mexico. Not only were they super cheap ($3.00 per document), they were also super fast! It took them less than a week to return my degree. And I just researched and found that they also apostille background checks! If I had known this beforehand I would have never sent my CBC to Washington DC.
