I can't seem to find a concrete answer on how to obtain a new one, and I can't seem to find anything on the Immigration website.

My main question is do I need to report it to the police or can I just go straight to Immigration to get a new ARC re-issuanced?

Also, is there anywhere online I can access the form I need to fill out to get a new ARC? This just saves time at Immigration.

You could call and ask. I don't think you have to bring all documents, maybe just a passport, picture, 10,000 won, and fill out the paperwork. Do you have a photocopy of the card?
