I'm starting the job search from scratch here from the States. It's been a few years and the paperwork is but a distant memory. I'm a little overwhelmed at even where to begin.

Advice on what to get done first, most importantly, and easiest?

I'm searching only in Busan this time around, and any advice is greatly appreciated...

I'll reply as no one else has. When i started looking everyone on here and else where said get your documents in order first.
That would mean:
A few copies of your university transcripts, sealed and signed.
Your university degree notarized and apostilled.
Those two things shouldn't be hard to get. At least they were not for me as i still lived in the same city as my old uni.
A criminal background check, also apostilled. (I'm not American so i don't know the process for this in your country). THis can be the most time consuming part of the process. There are lots of threads on how to go about it on here, search for them through google.
It's best to get at least two sets of each of these things as things can go missing etc. Though cost can prohibitive, at least in some countries.

At the same time update your CV with the best possible picture of yourself. From what I have heard the bigger the smile the better. But who knows.
Any references, letters pf recommednation you can get won't hurt either.

Once you have all that together you can start contacting recruitment agencies, or as in my case, schools/universities directly.
If you want to go through public schools/EPIK i guess it would be best to check out their website directly as i hear they have different requirements.

I'm sure there are other things people can add.

I'd start by getting fingerprinted since getting your FBI check results is the part that takes the longest (up to 3 months). Getting a copy of your degree notarized and apostilled and getting university transcripts can be accomplished in a week or two.

Get the FBI check done as soon as you start thinking about coming to Korea. It will take a while. And make sure you SPECIFY that it needs to be signed for apostile, or the one you get will be unsigned and WORTHLESS.
