I have a couple questions related to the ARC. I went through the process nearly four years ago, but am moving back this month and am a bit hazy on the details.

First, I understand that the card printing process is now outsourced from Immigration and takes longer. Is that true, and do you still have to relinquish your passport the whole time? I'll be traveling abroad shortly after my arrival, so in that case I'd have to postpone applying for the ARC until after I return.

Second, is it possible to open up a bank account or get a phone without the ARC, just using a passport? Apparently I have to open up a new bank account to get paid in Korea, and needing an ARC could really delay the process. I can't recall how it worked last time, I'm guessing my first paycheck was just delayed until I opened the account.

Finally, will I be assigned a new number or will I get my old one back? I have a new US passport, so I'm not sure whether they'd be able to link to my old records.

I dunno if this matters, but I'll be on a D-8 visa.

1) No, they no longer keep your passport during the ARC process.
You also cannot leave without cancelling your visa until your ARC is applied for.

2) yes, you can open a bank account and get a prepaid phone with just your passport.

3) Yes, they will assign the same ARC number.

Cool, thanks for the answers.

Regarding 2), if people at the bank tell me I need an ARC, anything in particular to refer them to? Show them the visa stamp and say that should suffice?

And how about keeping the same ARC number? How will they know I'm the same guy who was there years ago rather than just some other foreigner who looks similar and has the same name?

Another foreigner with the same name, date of birth, place of birth, country of origin and employment history in Korea on your resume?

Unless you are using a passport from another country there probably are not too many of you out there.

regarding #2 = non issue. They almost always want a passport for a bank account rather than your ARC and you can always get prepaid phones from the places in Itaewan with only a passport.
