Don't use the apostille service from the DoS. They take months and it's not necessary. Trust me, I found out the hard way.
Get it done from your State's Secretary of State office. It should take a week and they will do federal documents like the FBI CBC as well.
FYI, the DoS won't do apostilles on Diplomas, only federal documents. |

Yeah that sounds right. Federal documents are only supposed to be apostilled through department of state. you could try apostillepros. they're the only ones that i know of but its kinda pricey so i passed >_< hopefully i will somehow still get my documents soon T_T |

There are a few services that get the CBC apostilled for you. One is apostillepros. I also saw the sites of a couple others that do it:
EDAS (Federal and State level documents - so they could do your diploma, too)
http://www.expressauthentication.com/index.html
and Logos (only Federal - so just the CBC)
http://www.logosgroup.com/servises.html
I haven't used any of these groups so you could contact them, or look up reviews on all of them.
As for your diploma, check with your Secretary of State. If the turnaround isn't that bad (like, it'sonly 5 days in Virginia), then maybe no need to expediate it. Main thing to remember with authenticating your diploma is that it has to be notarized and apostilled in the same state.
Also, different states have different requirements for authenticating documents. In Washington State, all I needed to do was sign a copy of my diploma and my bank notarized it. Then the Secretary of State put an apostille on it (and it took 15 days).
Virginia's Secretary of State was more particular. They didn't need my signature on the diploma copy, but it did need a stamp that indicated it was a true copy, and there needed to be a separate notarial statement sent with the notarized copy of the diploma.
Anyway, call your secretary of State and find out exactly what you need. Then find the notary public that will do what you need. And don't let the notary publics steer you a different way. The SOS is the boss. If one notary public won't do what you want, find another one...or talk to someone else there.
My bank wouldn't do a true copy stamp (even though they had the stamp), so I went to UPS. UPS didn't understand why I needed the stamp I insisted on the first time I went there. So I called the SOS on what I needed, went back to UPS and had them do what I needed done.
Anyway, long story short on the diploma apostille, call your Sec of State first.
Good luck! |

...for the CBC.
And the flip side is that the Dept.of State can't apostille your notarized diploma. But you can see my post above for that. |
