There is a place in Sadang apparently that is really good. I've never been but there is a thread on this with directions:

I go to Namdaemun market for my stuff. There are usually a few stores selling nothing but Halloween things and the price is reasonable. I just take the subway to Hoehyeon subway and go to the market that way. You should be able to find masks, basic costumes and other things in a few shops there.

There is a good store in Jongro I go to every year for my Christmas/ Halloween stuff.

If you go out of Jongro 5 Ga station exit 7 and walk straight for about a minute you will see a Woori bank on the right. RIGHT around the corner
you will see a toy store immediately on the right.

They have a lot of Halloween decorations, costumes,...... At Christmas they have a lot of trees, ornaments and other stuff too.

Like I said I have been going there for 3 years now and really like it.

...slightly off-topic, but if you're looking for a party to wear that new costume of yours to, 10 Magazine has a good list right here:
