Is there anything like a Better Business Bureau in Korea?

I paid a mechanic to replace a bearing in my car and he charged my for it but didn't replace it, he only tightened the part. The part is still worn out and needs replacing.

I would like to know if there is some way I can get my money back or at least scare him into actually doing what he charged me for.
