Considering he was probably a member of the Cabinet I would say it's surely a consulate problem

No because that was his own stupid fault wasn't it? The British consulates don't have enough time to deal with all the stupid Brits abroad, they only care if you have killed someone or if you have been kidnapped by your own family, locked in a shack in a Pakistani village and forced to marry your 40 year old uncle(they take a very dim view of that sort of thing).

Who was taking the piss...OP, the stranded person or the foreign office. British people are stupid abroad and very likely that actually happened. People in this country as used to the government looking after them so they expect the consulate to do the same.
