Some recruiting pages are requesting that you submit a scanned image of your passport and paste it on your resume.

My question is... my photo on the passport was taken 2 years ago and i look like messy (my hair was all down and it covered most of my forehead, look liked i just came out of shower).

how important is your passport photo in the job process?

in my main photo that i use, i look much better and professional.

i have avoided recruiters that have asked for a copy of my passport for this sole reason.

Mine was taken when I was sixteen and had a long goatee and hair down to my shoulders. It's never been an issue.

Just as long as the additional photo you submit is fine, you probably won't get judged based on your passport photo.
