I know plenty of others have had the source of their funding change. What I am wondering, as my co-teacher seems unsure, is how it will affect me when I re-sign? I assumed I would get a pay raise, and have the time off between but one co-teacher thinks it might be like starting over. This would remove a lot of the motivation for me to re-sign. Just wondering what others experiences have been. The main English teacher is trying to get me to commit as it would be the least amount of work, and the VP is requesting I stay on, but I want to know what changes if any this funding issue may raise.

Read your contract. If your contract says that you get pushed up a pay level when you resign, then you get pushed up a pay level. Look at the new contract. What are the pay levels?

I can't see how they wouldn't give you another 100k a month UNLESS the pay scale has changed (which I think it might have). But just because the money is coming from the city hall instead of the GPOE doesn't mean that there will/should be a change in what you get.

The change is that GPOE will not be able to cut your funding. Only the city can now make that decision.

It does NOT mean you start over on the salary scale. The source of your funding is irrelevant. You are still a GEPIK teacher. (Unless they are moving you to some kind of after school program). So you follow the GEPIK scale. The 2012 scale is different than the 2011 scale. Most recruiters have it posted on their websites.
