My current contract is finished at the end of Feb and I will immediately start at a new hagwon.
Is there a minimum period to submit the paperwork ahead of time (say 10 business days) to Korean immigration or does the visa transfer generally take effect immediately?

You can do it any time within the last 7 days of your contract PROVIDED your ARC hasn't expired.
Do the transfer and extension at the same time.
It takes about 15 minutes at the counter.

My ARC expires on April 1st, (immigration has been sometimes giving a 1 month grace period and they gave me one) current contract finishes Feb 29th.
Does this mean that I need to tranfer over by Feb 22nd???
I could probably do it later I'm thinking because my ARC is valid until April 1st.

Any time later than 7 days prior to the eod of your contract and up until your ARC expiry.
You can do it any time after your contract ends and before the new job starts if that is more convenient for you.
(No earlier than Feb 22 and no later than March 30 BUT before your new job starts).
