An apostille is done by your country to legalize a document for international use.
So, the short answer would be no, you cannot have it done "in Korea" but if you are in Korea you can have it sent home to have an apostille affixed to it.
Depending on where you are from, an embassy authentication is also accepted (not an option for Americans since YOUR embassy won't authenticate anything).
