SKT and KT does not allow D2 visa to have installment plan with them
LG did allow, but i think LG network is not that good compared to SKT n KT

i personally prefer SKT as there are more TWIFI around

so my question is, is it possible to have installment plan w SKT or KT using D2 VISA?

becoz i heard my friends say, many shops actually dont care.
they will help you to sign up for the installment plan even with D2 Visa.

BUT what is the consequences? any penalty if get caught?

I'm on a D2 and was unable to buy a phone on the installment plan. If you are able to do it anyway, I doubt there will be any serious penalties if you get "caught". It is not your job to know all their policies. The worst thing that could happen is that you'll waste a lot of time visiting the store to set things straight and maybe you'll have to pay up the rest of the down payment up front (but I doubt it).
