My brother left korea 2 years ago without collecting his pension. How can I collect it for him?

Probably, you can't BUT
go to a local pension office and get the forms.
send them to your brother to fill in.
get them back.
take them to the pension office with a letter of authorization from your brother and his old ARC number, passport information page (copy) and current bank information.
They may allow you to process it for him.
Otherwise he will have to go through the pension office and Korean consulate in his home country.
