I've been having a lot of problems with foreign websites taking a really long time to load for the last week or so. Korean websites don't seem to be affected. I've been in this apartment for about 3 years and other than a few brief connection problems, I've never had a problem for this long before.
I'm in a small city in Gangwondo and I'm not sure who my provider is as my boss takes care of all the bills. I'm going to have him call them to see what's going on, but I'm curious if any of you have been having similar problems.

Facebook and other sites were really awful on SK last night. Barely useable. I turned on my VPN service and they worked almost normally.

Some throttling is going on, me thinks!

Out of interest, which VPN service are you using?

Foreign sites are very slow to load, but I'm getting some slowness with korean sites as well, like naver.com.

Happens a few times a year. You (almost) get used to it after a few years...

Strong VPN. The cheapest option. But beware, they don't allow torrenting and will jump on you within hours of doing it. I got it for Netflix, but don't use Netflix much anymore. It does allow me to use Google and make free calls to my family in the USA (to their phones) via Google Mail because it makes my IP look like it's in California.

I've only been having problems with facebook during peak hours ... after midnight it speeds up. Every other foreign-based site = no problems

I've only been having trouble with facebook recently... but I've heard there are people who have similar problems... it seems different for every site ;.;

I find torrenting wrecks my connection - I can barely connect to any websites if I am downloading more than 2-3 torrents.

Could be a few things, maybe they know we're foreigners and throttle the connections or we get deprioritised.

Or, it could be that Korea doesn't have net neutrality (ie. the ISPs and companies that provide the internet service you use and own the cables may be the same companies the own or have partnerships with different websites. To use a completely unrealistic example, if, say, facebook was a internet service provider as well as a website and you signed up to their internet service then you might find it really slow when using myspace) But this seems unlikely.

The other thing to bear in mind is that if this is Korea-wide, then the netizens will be going batsh*t insane and will be fighting for their rights (and yours, too, and will be far more effective than we could be).

It also might be worth stating who your ISP is, then we might be able to see if it's country wide or specific to one company.
