Hi, I've just got a position in Seoul. I arrived on Thurs and the school flew me in as a tourist since there wasn't enough time to get my number back from immigration before they wanted me to start.
The conditions are not good and they don't even want to send me to Japan for the visa for about 3 months, which means I can't get the ARC card until at least then... thus having no health insurance, phone, internet, etc. for about 1/4 of my contract.
If I just pack up and leave while I'm still on the tourist visa, will there be any repercussions? Can anyone track me down in the USA and make me pay for the flight there, or any other "indemnities"? Also, would I be able to come back through another school if I resubmit all documents?
I signed the contract and have been told they have received my work number but I haven't received the e2 visa or arc card yet.
Please let me know what you think,

You are not on a visa so there will be no repercussions for leaving other than payback or not being reimbursed for your airfare.
If they paid for the plane ticket give them 10 days of work.
If you paid for it then walk at your convenience.

You should not work in Korea illegally. Since you haven't completed the E2 visa process it is illegal for you to teach. You may choose to work illegally and you might never get caught, but then again there is a risk. If caught you can be fined and/or deported. Even if you are not physically apprehended, Immigration will often be able to determine that you have been here teaching illegally.
My advice is that you leave ASAP. You should have never come without first getting the Visa Issuance Number (VIN) and the having the visa put in your passport. The school got you here, but you should have known better. In any case, you came, now you can see the problems and it's time to leave. Don't stay and break the law.
Unless the school will make arrangements for you to get your visa right away and pay for the visa run, you will have to just quit and protect yourself.
If you fly back home, you will have wait 90 days for your current E2 visa to expire before you can get a new visa although you may actually have to get the VIN put into your passport to have it expire in 90 days. Otherwise you may have to wait a whole year. You can use the 90 days to gather your new documents and begin the job hunting process again.
If it's your first time teaching in Korea, you should always get your E2 visa before you come to Korea. |

I wouldn't take the risk of working illegally for three months. Wait 90 days for your visa number to expire and then you can resubmit your documents. |

I left, now do I definitely need to wait 90 days to get another issuance number?
I read this:
"Should a visa applicant enter Korea prior to the actual issuance of the visa, it will be assumed that the applicant is withdrawing their application, and the issuance will be canceled"

I don't know if that was actually the case or not.
Is there any way I can withdraw the application myself by calling immigration or something, since the school brought me there and tried to have me work illegally?
Or if I just apply for a new one immediately would it cause problems?

You won't know until you apply but I strongly suspect that your school, since they were going to delay your visa run for more than a couple of weeks, had never in fact applied for your visa confirmation number.
If they had/have your original documents you will need to get another set (if you don't have them already).
