Is there a Korean credit card available for E2 visa holders that can be used for ordering online fron any store? If there is, which one is recommended, and how should an English speaker go about obtaining it?

I don't know about the KEB card, but getting a Samsung card was incredibly easy. Get a certificate of employment from your employer and bring it to E-mart. There's always someone there taking applications for Samsung cards.

Depends on where you work.

IF you are at a hagwan the ONLY option is a secured C/C from one of the banks.

Woori is quick and easy, paperwork done in 20 minutes and the card appears in about a week.
-Basically you set up a CD for 110% of whatever card limit you want (minimum CD is 1 million won).
-They use that as collateral to secure your card (should you depart with an outstanding balance).
-Cancel the card and they release the CD.
-The CD earns interest in the interim.
-The card is no different than any other C/C (VISA or M/C).
-You get all the perks that are associated with the card.

If you are at a PS or university and have been there for a while then KEB or Samsung are options (as noted above). KEB you apply at the bank.

I got a secured deposit from KEB works fine with Amazon, ebay, paypal, and various other sites. Sometimes I have to order using Internet Explorer as the site wants to verify my purchase via KEB.

I think it is the best in the end.

For the first year you might only be able to get a secured credit card; one where you have prepaid the balance of the card as explained above.
I went to the Seoul Global Center and spoke with a banker from KEB, I believe, in English and she said after a year I would be eligible for a non secured card -Woori Bank told me flatly that foreigners are not given credit, ever. Different banks and different policies.
The banker at the Seoul Global center is resident so if your Korean is not good enough to pop into any bank give them a call. I don't live in Seoul, but they have always been helpful.
