If you can scan it (or if you already have a digital copy) you should be able to fax it from your computer. Just google "sending pdf as fax" and you'll get lots of results telling you how.

Most if not all copy shops also offer FAX service. It'll cost you a couple thousand.

Actually I've just remembered the location of a couple of copy shops...

Gah so hard to explain where they are though...there's a stationary shop just up the lane from the YMCA in the city centre. (it's the lane just to the left of the YMCA; go up the lane it's a few shops in on the right) The YMCA is right opposite chungjangro? (the starbucks street)
