If you just want something dirt cheap to noodle on, you can't go wrong with a Squier Strat. You can pick em up for less than 200kwon. If you want something a little classier, pay twice as much for an Ibanez if you're a metalhead, or Danelectro if you're Indie.

For an amp, I'd go with an Artec Tino. They sound surprisingly incredibly awesome for a $30 5W amp. You won't get enough volume out of one to play anything other than a quiet coffeehouse, but they've got great tone and plenty of volume for apartment play.
