Is it illegal to post/mail around 550000won to a friend in korea.

I need to send him the cash and banks in india wont accept won.( Or give shit exchange rate)

Legal, probably. Smart, no.

Tons of mail is opened by customs agents. Cash has no "owner." If you send it and it's opened, it's gone. You won't find any postal service that will insure cash.

Bite the bullet, take the bad rate.
