The Korean FTA thing that passed recently has this clause in it:

"Establishes penalties for end-user IPR piracy, including holding Internet
Service Providers (ISPs) liable for copyright infringement."

The day before yesterday, I downloaded 5 movies in about as many minutes from piratebay. That's quite a bit faster than usual for me.

My uni has started to strike down on illegal torrent downloading. From what I've heard, they'll give out temporary internet bans to first time offenders with an IP address which has been accused of copyright infringements. This is just my uni's policy, but it wouldn't surprise me if it stems from a nationwide initiative.

Our school banned most Korean (and many western) torrent sites after it was discovered that 60 to 70 percent of the bandwidth in use by the school was due to them.

koreans torrent the hell out of everything, just like all of us. there is no way that they will shut it down.

1/ Koreans pass a lot of laws but THEY ARE NEVER ENFORCED. So I wouldn't worry about this latest one.

2/ I download like crazy because I live in Korea and there is no reasonable alternative.

I think that a lot of Koreans don't use torrents. There are a lot of sites where you can pay about 500 to 1500 Won to download a movie (at high speed). A lot of those sites are apparently illegally providing the films. It uses up just as much bandwidth though.

If you're really worried about getting caught, then download while you're at a cafe.
