C3 to D4 visa change of sojourn

Have anybody changed their C3 (short-term visitor) to D4 or D2 (student) visa?
I was told that it is easy to change C3 to D4 or D2 without leaving Korea. No need for "a visa run"
All is required is 1) the certificate of admission (to Korean Language program for D4 visa), 2) letter from a bank stating one has 3,000,000 won, and 3) receipt for paying tuition. The change of sojourn can be done the same day at a local immigration service by paying 50,000 application fee.

However, yesterday, a strange thing happened. While I had all papers correctly prepared, the immigration officer said that he cannot change C3 to D4 because I have C32 visa, while there is also C31 visa that can be changed. His information contradicts the information on hikorea.go.kr that states that any C3 visa can be changed to D4. Well, Korean immigration works in mysterious ways.
But has anybody here knows about a successful change from C3 to D4? If yes, was the visa stamp in the passport had C31 or C32?

Show him the information from HiKorea, ask him why he isn't doing his job, then speak to the supervisor.

At least you got to speak to a person. I was at Ulsan immigration yesturday, and the officers were sending me in circles meeting with different immigration people, nobody who could understand my questions in English.

You actually had a C3 visa affixed into your passport as compared to an entry waiver stamp?

Where are you from?
