I'm a native US citizen. I taught for one year for a public middle school south of Seoul. Not long after starting I was informed that I needed a residency certificate from the IRS. I submitted an application for one and paid the $35 cost. After over the course of several months receiving some notices indicating that the IRS is supposedly "processing" my application I charged back the payment with my bank and was refunded the cost. Yet I still needed the form... When I was told that about 200,000won would be deducted from my paycheck I again applied and paid for a US residency certificate. This time I requested it be sent to my father's residence in the US. He received it literally after 4 months, after I had returned to the US.
Before I left Korea I discussed with the new headteacher what to do when I receive the document. I have since faxed it twice to my former school, with a cover note written in Korean. I have also sent a text message to the headteacher's phone without any response, by phone or e-mail.
So I decided to send an e-mail to the associated GEPIK "coordinator", explaining the situation. After one week, nothing in response.
I was a good teacher, yet was mostly treated like a disposable wrench by those above me. I'm now wondering to what extent should I go... |

So what do you expect your old co-teacher, school or even the GEPIK coordinator to do? Your teacher may not even be at the same school (they get routinely moved around every few years) and it is not a GEPIK issue.
The requirement (on your part) is to file it before your taxes are paid or at the least before the end of the tax year and the NTS goes the tax settlements.
Now the taxes are paid (as in submitted to the tax man) and your account closed.
If you want to try to get it back you have to contact the NTS (foreign tax advocate may be of some help - the link is on their website: http://www.nts.go.kr/ ).

You must file it before the taxes are collected from your paycheck. Once they are filed with the NTS, you are out of luck. You are not going to get that money back. |
