My wife is applying for an F-3 dependant visa and we are having an issue with our marriage certificate.

We brought an original notarized copy from Washington state and a photocopy but they told us it couldn't be accepted since it wasn't an embassy notary. However the embassy told us they cannot notarize marriage certificates. (this is all after calling the immigration hotline twice)

Anyone have to deal with this before?

The clerk at the counter told you no or the hotline told you no?

Marriage certificates don't usually need to be legalized if they are the original.

Alternatively, get your embassy to make a "certified true copy" (works the same as embassy notarization and is something that they will do).

Clerk at the counter told us no, then the hotline told us no after talking to the immigration center, before that she was saying what I had was what they needed. The embassy's website states they cannot provide certified true copies.

Assuming it is the state issued marriage certificate you do have what is needed.

I would suggest another officer at another desk on a different day.
