Best long commute online study electronics?

Hello I am asking any and all nerds, geeks and tech-savvy to help me with a consumer purchase.

I am accepting a job that will involve a long commute (but it will be worth it) - between 1.5-2hours one way each day. I won't be driving, so I have online courses I want to study and I previously thought that having an iphone or an android with uploaded videos from my laptop to my phone device would do the trick. The missus and I have been comparing LG to KT plans and I found out that data downloads incur new expenses after 1.5 or 3 GB (depending on the plan I pick) which would screw the budget plan we're on.

I'm wondering if I couldn't do better by just getting a carry device with an earplug that would not be a phone but would allow me to just watch and study and take notes?

So I wonder if for my purposes I can do better than getting an iphone/android/galaxy phone. I guess the ideal would be either
1) some kind of offline vid player I can carry in my briefcase, or

2) something like 1) but that also accesses the internet as well so I can study off of websites.

Am I thinking of an i-tablet or is there something more boring that has been around for a while that I don't know about that could do this? It should be able to take uploads from the home computer.

Sounds like a small laptop and a USB 3G adapter would be your best bet.
