This is my 2nd E2 visa, so I know I don't need to do the interview, but going in person is still quicker than sending my passport through the mail and getting it done that way. With that said, what do I need to bring to the consulate to finalize my visa (Los Angeles consulate).... if I remember correctly, the last time I got a visa I only needed passport photo(s) and some money for the fee....is this still true?

I think you could do an in person drop off and pick up. I think embassy prefers that. Just might mean two trips. Likely go in fill in form, talk to person and counter. Come back few days later, pickup passport and visa.
