How do these work? Call and they show up at your place for higher fare?

I was so angry the other day because I was waiting for a taxi, and just down the street, about twenty feet, people and a taxi both appear from out of nowhere, and they are off. It should have been my taxi, as I had been waiting. I almost lashed out, but later thought it may have been called, as they were clearly going to the airport or train station with their bags.

Yeah, just call them and they will show up at your place.

I think you are referring to call vans. From what I remember there is a minimum fee. They are great if you are moving stuff within the city.

Just a car, and I was on my way to work and getting desperate for a taxi. I was there first, and they could actually have just stolen MY taxi. I would feel like an idiot if I exploded on them and they said they called it. I am thinking they just stole my taxi, so I pity the next person who jumps my ride.

Called one today. Came really fast, too fast really. Wanted to wait a bit and watch the rain fall. Call, tell them your location, sometimes they ask for your phone number and the extra charge is usually 1,000 won or sometimes nothing (at least today they didn't charge me extra~ no idea why.) No English, so it is good language practice.

I believe they have stopped charging the 1000 won. At least where I live the taxis are no longer allowed to charge 1000 won for being called.

They still charge. Perhaps, it depends on the taxi company and your location.

Some taxi companies require a cell phone number before they will send a taxi. Some taxi companies have drivers that avoid foreigners (perhaps, due to language barriers or bad experiences). And, some other taxi companies have drivers that want to pick up foreigners. They may expect a tip (above the 1000 won). They may be interested in practicing English. Once you find a good taxi company with foreigner-friendly drivers, stick with it.
