I am looking for Mandarin a classes in Seoul that teaches it in English/Mandarin and not Korean, or a Mandarin teacher in Seoul.

Bonus points if you someone who is Chinese/Taiwanese and not a Korean.

Try looking on Craigslist. There's a person advertising on there just now as a native Chinese speaker. Also, try on Facebook. There's a group called Chinese in Korea. I've also found a Chinese teacher before through some student friends studying at a uni in Seoul (Ewha). It's not all that difficult finding actual Chinese teachers at public schools or international schools that might be willing to tutor you....

There are ethnic Koreans from China who would probably accept 10,000 won for private Chinese lessons. They are clustered around the neighborhoods near Daerim and Namguro subway stations.
