I just want to make sure I am getting this right, I am apply for the background check this weekend.
So I am using more than one recruiter as of now, and each recruiter says to order 2 copies of the background check. Does that mean I need to order 2 x the number of recruiters I am working with? Or just 2 total?

Get 2. 2 is good. 1 is doable, 2 or more is better. NO to each recruiter getting a criminal record check.

Recruiters do not get the criminal record check UNTIL, you have signed a contract for a school you want. When it is time to process the visa, then the recruiter or hiring school will get.

Please do some lurking around and research on the nature of recruiters. Key hint: They do not work for you. Recruiters work for money from a school that wants to hire you.

I just handed in my criminal check and diplomas to Immigration yesterday. I had just one original copy and was going to just give that in.

The official there told me to make copies and I should keep the original for myself. I assumed copies would not suffice but they do apparently in Seoul.
If that's the case then copies should suffice for your applications too and one is sufficient should your immigration office require it, and two would be more than enough. No need for any more I'd say.

Every immigration office and education board in Korea have different policies!

In Busan, depending on where your school is located, you will need 1 or 2 of each.

So get 2 to be safe!

Get 2 CBCs.
One for immigration and one for the MOE.

Recruiters / schools do NOT get hard copies of your documents until you have a contract and are ready to begin the visa application process.

process:
Get your documents in order.
SCAN your documents (low res scans, 500kb each)
Include your SCANS with your resume when you contact recruiters.

"WHEN and ONLY when you find a job that you are willing to accept" is the time you send your hard copies of your documents (CBC with apostille and Degree COPY with apostille) to Korea.

.
