If I re-sign with SMOE for March 2013 but something happens that means I need to leave Korea before my new contract starts are there penalties, financially, for this?

Not likely. You won't get 13th month pay, but get the severance. Return flight, they'll wiggle out. You'll get your pension. If you leave during Jan-Feb months, they won't even notice that you're gone. By then, the new president will be in power, and a new policy in ESL Korea.

i wasn't thinking of actually leaving while still under contract. just that there might be a chance i will have to cancel my renewal and leave on March 1st at the end of my current contract rather than starting my second year.

Just give them an official letter of withdrawal from contract renewal. You should give them approximately two (2) weeks notice in advance so that they can recruit a new teacher. Also, they would need about that much time to prepare your final pay, airfare, severance, etc. Good luck.
