Just wondering in general what would happen (not planning on this!) if you sign a contract and end up backing out before your start date. Can the school take legal actions or impose any kind of penalty?

They can try, but if you are abroad, there isn't much they are going to be able to do. If you are in Korea, then you might be able to get a second employer to help transfer your visa from your current employer. I did that, and immigration just treated it like the second school never existed. I got a transfer which was noted as the first school to the third school (the new second school).

Pretty much until the school you sign the contract with, can not do anything until they have your paperwork finished with immigration. I do think the school could try to sue for you not doing a contract, but it just would not be worth the time and effort. Plus it also becomes a non issue because well you are not a registered worker in the country.

Some schools may threaten and bluster. Most is just much of nothing. Of course some schools may bad mouth and try to hamper you job with future employees.

If you do back out. Tell the school right away. It is the polite thing to do. Then proceed to cut ties. Done is done.

Not much will happen except if you wish to go to Korea to work for another school. If you also had your visa processed you will need to have it cancelled or transfered and then that employer you backed out on may be less than cooperative.

If you just decide not to go to Korea, not much can happen if you back out of a contract before even leaving for Korea.

Most likely nothing, as long as you haven't already acquired your E2 Visa. Your E2 Visa is attached to your specific job. If it's a Hogwan your backing out of, as long as you don't have your E2 visa yet, I wouldn't worry in the least about backing out. Your Hogwan will likely drop you like a pin if they get the urge to do so with no qualms whatsoever.

Unless you have actually entered Korea there are NO repercussions financially or legally.

All you will do is piss off the school and the recruiter so you can scratch them off of your list when you start looking for your next job.

If you end up not coming to Korea there are no repercussions other than some wasted time and perhaps the loss of your apostilled documents (they won't return them).
