If the answer to this question can produce a resoundingly clear answer within minutes, then let us begin and end quickly.

If someone was in the process of applying for a teaching job in Korea, but was not present in their country of citizenship/passport, and was actually overseas in another country for the purpose of gaining residency in that other country...

will said person have to travel back to their country of citizenship for the purpose of the visa - or can they simply send the required documents to the Korean Consulate in their home country - or can they attend the consulate (soon-to-be country of residence) overseas?

There, that's how I framed the question. Wink

Thanks to all who respond

Edit: Person is not in South Korea, so no 'visa run'. For example: Person's citizenship/passport is from Australia, but is currently in the USA for residency.

If you can get the documents, then there is a good chance, YES. There are no more interviews for E2 visas as far as I understand it, so you would probably have to do a visa run to another country instead.

Embassies will always allow a person who is legally resident in a 3rd country to apply for a visa from said 3rd country without the need to return to their home country to apply for a visa.

This is not always true if they are simply there as a "tourist".

If your "friend" has a green card and the required documents (degree with apostille from the country that issued the degree and a CBC from their home country with an apostille from said home country) then they can apply for an E2.

OP: You asked about a person staying in a foreign country for the purpose of gaining residence in that country. Have you looked into how departing the country prior to naturalization will affect permanent residency/landed alien status?
