Interesting guy, but pretty low-profile by the standards of Indochina politics in the Vietnam War and aftermath eras(compare to Ho Chi Minh or Pol Pot). Probably better known to earlier generations. Certainly adept at forming ad hoc alliances with anyone he needed to, in order to stay in power.

Colorful and did a decent job despite the war going on. He said of the U.S. China, Russia backed conflict in Vietnam"When elephants fight the ants get crushed"
