Simple answer:

Minnesota is just too cold for many black people.

I'm totally serious. A lot of basketball recruiting takes place down south. I'm from Iowa, and although that's only just below Minnesota, we recruit down in Texas, Florida, etc.. There are reasons for this. First of all, the weather allows for year-round play outdoors. Second, the population has a far higher percentage of black people. Third, many kids see sports as an opportunity to break out of a poor life, so dedicated individuals with talent really work on it.

Now, if you're talking playing pro ball for millions, worrying about cold is a bit different. But college ball.... many southern kids would, quite frankly, rather find a school where they don't have to freeze their tails off as much as in Minnesota.
