The service, however, will largely not be affected by the strike, as Seoul Metro said it plans to pull in some extra 3,000 workers.

Then who exactly is going on strike?

I was told that lines 1, 3, and 4 are going on strike tomorrow. Is that true, and why would only certain lines go on strike, and not others? I use one of those lines so I hope they negotiate and come to terms on an agreement like they have regarding other certain "strikes". I found a bus that will supposedly get me near where I work, but scrambling around trying find out exactly where to catch it, or where to get off, is probably going to be a bitch and a half.

It was apparently averted at the last minute, just like the bus drivers' strike.

The reason only some of the lines might go on strike is that different lines are often run by different companies. Lines 5, 6, 7, & 8, for example, are all run by the same company (hence the uniformity in advertising aboard those lines, stations resemble each other, etc.).
